Intra-party decision-making in contemporary Europe: improving representation or ruling with empty shells?

Political observers agree that parties in European parliamentary democracies are more likely than previously to give party members opportunities vote decisions about policies or personnel. Observers less agreed the implications of these apparent procedural trends. Some, including Peter Mair, saw them as evidence hollowing-out democracies; others have seen enhancing citizens’ for meaningful political participation. Because this is ultimately an empirical question well a normative one, radically conflicting interpretations make it crucial examine which interpretation best supported by usage date This task we undertake article. We use data from Party Database Project (PPDB) investigate extent 26 countries adopted and employed intra-party ballots. also ask whether there such procedures changing relationships. find balloting indeed widely used, but no means universal. much support implication ballots associated with competitive contests, new devices generally used ways devalue party-member bonds.
